The US State Department has begun notifying more than 1,300 employees of their termination as part of a sweeping reorganization under Secretary of State Marco Rubio, according to an internal memo obtained by CNN. The move, one of the largest workforce reductions in the agency’s history, signals a dramatic shift in diplomatic priorities under the Trump administration.

Why Is the State Department Cutting Jobs?

The layoffs—affecting 1,107 civil service employees and 246 foreign service officers—are part of a broader effort to shrink the federal government and refocus the department’s mission. The Trump administration has long criticized what it calls bureaucratic bloat, arguing that streamlining operations will make the agency more efficient.

• Nearly 3,000 employees will depart, including voluntary exits.
• Offices deemed “non-core,” redundant, or inefficient are being eliminated.
• Foreign service officers will get 120 days’ notice, while most civil servants will have 60 days before their termination takes effect.

Secretary Rubio, who approved the plan on May 29, described the reorganization as “the most deliberate” in State Department history.

How Will This Impact US Diplomacy?

Critics warn the cuts come at a precarious time for global affairs, with ongoing conflicts in Ukraine, Gaza, and Iran requiring skilled diplomatic engagement.

• Loss of institutional knowledge: Many affected officers have decades of experience in critical regions.
• Reduced capacity for crisis response: The diplomatic corps was already stretched thin before the cuts.
• Shift in priorities: The reorganization de-emphasizes human rights promotion in favor of Trump administration goals like border security and ideological alignment.

Thomas Yazdgerdi, president of the American Foreign Service Association (AFSA), told CNN the layoffs fail to account for the unique role of foreign service officers:

“We’re like the military. We have personal rank and an up-or-out personnel system. If you’re going to RIF an office, we’re not tied to that office.”

What’s Next for the State Department?

The restructuring aligns with the administration’s “America First” agenda, but its long-term effectiveness remains uncertain.

Key takeaways:

• No immediate cuts to overseas posts, but morale and recruitment may suffer.
• Budget savings unclear: Officials could not provide exact divs but claim the next fiscal year will reflect “substantial savings.”
• Potential brain drain: Skilled diplomats may leave for private sector roles, weakening US influence abroad.
