“One Big Beautiful Bill”: What’s in Trump’s $4.5 trillion spending bill?

The U.S. Senate has passed a sweeping and controversial new spending bill championed by President Donald Trump. Nicknamed the “One Big Beautiful Bill” by the president himself, the legislation renews his signature tax cuts from his first term—adding up to a staggering $4.5 trillion—and now heads to the House of Representatives for a vote.

But while Trump and Senate Republicans hailed the measure as a major economic win, critics across party lines are calling it a fiscal powder keg. The bill is projected to add over $3 trillion to the national debt while slashing funding for essential social safety net programs.

Why is the bill so controversial?

At its core, the legislation:

• Permanently extends Trump-era tax cuts, largely benefiting high-income earners and corporations.
• Cuts federal spending on several key programs:
  • Health care subsidies under the Affordable Care Act
  • Federal nutrition programs (like SNAP)
  • Green energy tax credits and climate initiatives
• Boosts military and law enforcement budgets, a move supported by hardline conservatives

Democrats are united in their opposition, arguing the bill prioritizes the wealthy at the expense of working-class families. Some moderate Republicans are also voicing concern, particularly about cuts to programs that benefit rural and lower-income communities.

Senator Lisa Murkowski (R-Alaska), who voted against the bill, said:

“We cannot continue to grow the debt while gutting the programs many of our constituents rely on just to get by. This bill goes too far.”

What’s next for the bill in the House?

The bill now faces a highly uncertain path in the House of Representatives, where Democrats hold enough votes to block it unless significant changes are made. Even among House Republicans, the bill has divided opinion.

Representative Brian Fitzpatrick (R-Pa.), a centrist Republican, called the bill “dead on arrival” unless key cuts are reversed.

Still, Trump allies in the House are preparing a strong push. GOP leadership is reportedly working behind the scenes to secure support by offering carveouts or temporary delays for some of the more unpopular cuts.

What are the implications if the bill passes?

If passed in its current form, the bill would mark one of the largest tax cut extensions in modern U.S. history, but also one of the most aggressive overhauls of domestic social spending.

Potential impacts include:

• Expanded deficits and pressure on future government borrowing
• Reduced funding for Medicaid expansion and Affordable Care Act subsidies
• Scaling back of climate transition goals, with rollbacks on clean energy investments
• Short-term boost for corporations and investors due to lower taxes

Analysts warn that while tax cuts may boost markets and corporate earnings in the short term, the long-term fiscal outlook is bleak.

“This is fiscal brinkmanship,” says Maya MacGuineas, president of the Committee for a Responsible Federal Budget. “You cannot pass massive tax cuts and also pretend to care about the deficit.”

Why is it called the “One Big Beautiful Bill”?

The name comes straight from Trump, who has used the phrase repeatedly on the campaign trail and on social media. In his words, the bill is “a big, beautiful piece of legislation that will put America first again — jobs, investment, and strength.”

But for many, the nickname only underscores the gap between the bill’s rhetoric and its real-world consequences.

The U.S. Senate has passed President Trump’s “One Big Beautiful Bill,” a $4.5 trillion package that renews first-term tax cuts and slashes social spending. While Trump calls it a win for economic growth, critics warn it could devastate key welfare programs and add over $3 trillion to the national debt. The bill now heads to the House, where it faces stiff resistance.
