In its latest move against illegal immigration, the Trump administration has reportedly ordered immigration authorities to locate and deport unaccompanied migrant children who entered the U.S. without parents or legal guardians.

An internal Immigration and Customs Enforcement (ICE) memo outlines this new initiative, marking an unprecedented expansion of deportation efforts under President Donald Trump. According to a Reuters report, the directive specifically targets minors who are considered “flight risks” or have missed court hearings.

What the ICE Memo reveals

The memo, titled “Unaccompanied Alien Children Joint Initiative Field Implementation,” lays out a four-phase operation, starting with a planning phase on January 27. However, it does not specify when full-scale enforcement will begin.

The document states that the initiative aims to prevent child trafficking and exploitation, while also ensuring that those with pending deportation orders comply with immigration laws.

ICE has reportedly categorized unaccompanied minors into three priority groups:

• Flight risk – Those ordered deported due to missed court hearings or released to non-blood relatives.
• Public safety concern – Those with potential criminal backgrounds or security threats.
• Border security risk – Children who entered illegally and lack legal status.

Individual ICE field offices will decide how to track, locate, and serve immigration documents to unaccompanied minors. Because many of these children reside in households with undocumented adults, their addresses could also assist in broader ICE arrest operations.

The agency reportedly relies on government records and databases to locate individuals. According to U.S. immigration data, over 600,000 unaccompanied minors have crossed the U.S.-Mexico border since 2019, with tens of thousands already ordered deported—including 31,000 for missing court hearings.

Trump’s ongoing immigration crackdown

During his first term, Trump introduced the controversial “zero tolerance” policy, which led to the separation of migrant children from their parents at the border. Under this policy, children were placed in government-run shelters, while their parents were detained or deported.

The practice sparked global outrage, especially after reports of babies being taken from nursing mothers. Trump was forced to end the policy in 2018, but according to legal experts, up to 1,000 children remain separated from their families.

Why are unaccompanied minors arriving?

• Many have fled violence and economic instability in Central America and Mexico.
• Some traveled to reunite with parents already in the U.S., while others were brought by smugglers.

U.S. immigration law allows the removal of any migrant, including minors, who exhaust their legal options. However, due to limited resources, deportation efforts typically focus on adults with criminal records.

Unaccompanied children are initially placed in the custody of the Office of Refugee Resettlement (ORR) and later released to sponsors, usually family members.

Trump’s border czar, Tom Homan, has claimed that 300,000 unaccompanied minors went missing under Joe Biden’s presidency, leaving them vulnerable to human trafficking. Under Biden, ORR was not required to track their whereabouts after release.

Since returning to office on January 20, Trump has taken steps to tighten vetting of sponsors, requiring them to submit fingerprints for background checks. Additionally, the administration has expanded access to ORR’s database, allowing ICE to monitor children and their sponsors more closely.

This latest policy underscores the administration’s aggressive stance on immigration enforcement, further intensifying deportation efforts across the country.
