On Tuesday at approximately 4:30 p.m., a passerby made a shocking discovery along the SE 14th Street railroad viaduct. The individual’s attention was drawn to a moving trash bag, which upon closer inspection, revealed a live dog with only its head protruding from the tightly sealed plastic container.

The bulldog was found to be critically underweight, weighing just slightly over 23 pounds.
