Sheriff Tommy Ford of Bay County described the scene in stark terms: “Two minor children were discovered in a home, locked in a filthy, bug-infested bedroom with no heating or bathroom facilities.” The boys, ages 4 and 5, were found desperately trying to escape by dangling from a broken window, their cries for help finally breaking through the walls of their imprisonment.

Three adults have been charged in connection with the case:

• Kathy Merrill, 27, and John Merrill, 31—the boys’ parents—were arrested and charged with two counts of child neglect.
