Yemen’s Iran-backed Houthi rebels may be seeking to develop an advanced medium-range ballistic missile using components sourced from China, raising fresh concerns about the group’s expanding military capabilities and the security of Saudi Arabia and Israel.

A report by the UK-based research organization Conflict Armament Research (CAR) suggests that the Houthis are pursuing a locally manufactured version of Iran’s Kheibar Shekan precision-guided ballistic missile. If successful, the effort could give the group access to a weapon with a reported range of approximately 1,200 miles (1,931 kilometers), potentially placing targets across Saudi Arabia and Israel within reach.

The findings point to a broader shift in the Houthis’ military ambitions: moving beyond acquiring ready-made weapons toward developing the capacity to manufacture sophisticated missile systems locally. However, the report does not establish that the rebels have completed such a missile or demonstrated that a domestically produced version is operational.

What Does the Report Reveal About the Houthis’ Missile Program?

CAR’s findings are based on information released by Yemen’s internationally recognised government following the interception of two suspicious shipments originating from China and reportedly destined for Hodeidah, a Red Sea port that has featured prominently in allegations of weapons transfers to the Houthis.

Investigators identified components that could be associated with ballistic missile production. These included stabilizing fin cores, rocket motor igniters and phenolic resin used in materials designed to withstand the intense heat generated during high-speed atmospheric flight.

The combination of components is significant because it may offer clues about the intended end product. Rather than pointing only to the acquisition of complete weapons, the shipments raise questions about whether the Houthis are assembling the technical materials needed to produce or adapt missile systems themselves.

Fabian Hinz, a senior analyst at CAR, said the group’s ambitions for local manufacturing were greater than previously understood. He also indicated that the specificity of the components suggested that their procurement would have required design information associated with the missile.

That assessment does not, by itself, prove that China’s government supplied the parts, authorized their export for military use or directly supported the Houthi program. Establishing the origin, intended end user and procurement chain for each component remains important to understanding the full scope of the alleged operation.

Why Do the Intercepted Components Matter?

Ballistic missiles depend on multiple interconnected systems, including propulsion, guidance, structural stability and protection against extreme temperatures. Components that appear relatively small can play important roles in the performance and reliability of a complete weapon.

The reported shipments included:

• Stabilizing fin cores: Structural components that may contribute to the stability of a missile or related system, depending on its design.
• Rocket motor igniters: Components used to initiate the combustion process that powers a rocket motor.
• Phenolic resin: A material that can be used in ablative heat shields, which protect underlying structures by absorbing heat and gradually eroding under extreme conditions.

These materials can have legitimate industrial, aerospace or other technical applications. Their presence in a shipment does not independently establish that the cargo was intended for a particular missile. The significance depends on the components’ specifications, quantities, end-use documentation and relationship to other items recovered.

For investigators, the central question is whether the cargo represents isolated procurement or part of a coordinated effort to establish a domestic missile-manufacturing capability.

How Could a Houthi Version of Iran’s Kheibar Shekan Missile Change the Threat?

The Kheibar Shekan is an Iranian ballistic missile associated with precision-strike capabilities. Its reported range of approximately 1,200 miles would give a weapon based on its design the potential to threaten a wide geographic area, depending on its launch location, actual performance and payload.

For the Houthis, a comparable capability could expand the number of military, infrastructure and other strategic targets they could threaten. Saudi Arabia would remain a central concern because of its proximity to Yemen and its history of conflict with the rebel movement. Israel could also face a threat from longer-range weapons launched from Yemen.

However, a missile’s theoretical range should not be confused with its demonstrated operational reach. Actual performance depends on factors including payload weight, propulsion efficiency, guidance systems and the reliability of the complete weapon.

Precision is another important distinction. A missile capable of traveling long distances is not necessarily capable of consistently hitting a specific target. That requires a functioning guidance system, accurate targeting information and the ability to maintain performance under operational conditions.

If the Houthis can manufacture a reliable precision-guided missile locally, the implications could extend beyond the weapon’s range. Local production might eventually help the group replace damaged equipment, sustain its arsenal and reduce its dependence on shipments of complete weapons.

Nevertheless, the extent to which the group could manufacture such systems independently remains uncertain. Procuring specialized components is not the same as possessing the engineering expertise, production infrastructure and testing capabilities needed to build a reliable missile.

What Is China’s Position on the Alleged Missile Components?

China has not publicly addressed the specific findings in the CAR report, according to reporting by the Associated Press. However, Liu Chang, a spokesperson for the Chinese Embassy in Washington, reiterated Beijing’s position that the country follows international obligations and exercises caution in exporting military products and dual-use goods.

Dual-use goods are products, materials or technologies that can serve civilian purposes but may also have military applications. They can include specialized industrial equipment, electronic components, advanced materials and machinery.

The distinction matters because a sophisticated weapons program does not necessarily rely on the direct export of complete missiles. Procurement networks can instead acquire individual parts, raw materials and manufacturing equipment through multiple suppliers.

That makes tracing the supply chain more difficult. Investigators must establish not only where a component was manufactured, but also who purchased it, who arranged its shipment and whether the supplier knew its intended end use.

Does the report establish direct Chinese government involvement?

No. The reported origin of the shipments points to a procurement link with Chinese suppliers, but it does not independently demonstrate that the Chinese government directed or approved the alleged transfers.

A careful assessment should distinguish between three separate questions:

• Were the components manufactured or supplied by Chinese companies?
• Did the exporters know that the goods were intended for a Houthi missile program?
• Did Chinese government officials authorize, facilitate or knowingly permit the transfers?

Evidence supporting one of these conclusions does not automatically establish the others.

The distinction is especially important because China maintains economic and diplomatic relationships with both Iran and Saudi Arabia. Beijing helped broker a rapprochement between Riyadh and Tehran in 2023 and has publicly called for de-escalation amid regional tensions.

The latest allegations could therefore place additional scrutiny on China’s export controls and its ability to prevent sensitive goods from reaching armed groups through indirect supply chains.

How Have the Houthis’ Weapons Capabilities Evolved?

The reported missile effort comes amid a broader transformation in the Houthis’ military capabilities. The movement began as an insurgent force but has developed an arsenal that includes ballistic missiles, cruise missiles and long-range drones.

Conflict Armament Research has documented hundreds of missile and unmanned aerial vehicle components recovered in maritime seizures in the Red Sea during 2024 and 2025. Its research has helped investigators trace the origins and composition of weapons used by the group.

The group’s evolution has important implications for regional security. An armed movement that can obtain, assemble and adapt sophisticated weapons may become less dependent on receiving complete systems from external partners.

Local manufacturing could also help the Houthis sustain their arsenal despite interdictions, sanctions and military pressure. But manufacturing sophisticated ballistic missiles requires more than access to parts. It demands specialized facilities, technical expertise, quality control and repeated testing.

The CAR findings suggest that the Houthis may be moving toward a more ambitious production model. They do not establish that the group has achieved full independence from Iran or can manufacture every critical component domestically.

Why does local manufacturing matter?

A locally assembled missile could offer several potential advantages:

• Greater supply flexibility: A group may be able to obtain individual components from different suppliers rather than relying on complete imported weapons.
• Potentially faster replenishment: Domestic assembly could make it easier to replace some weapons, provided critical parts and production capacity remain available.
• Reduced dependence on external deliveries: Manufacturing some components locally could lessen the impact of maritime interdictions.
• More room for adaptation: Technical knowledge and production experience could allow a group to modify existing designs over time.

These are potential benefits, not confirmed outcomes of the reported program. Their practical value would depend on the Houthis’ ability to maintain a reliable production line and secure the specialized materials and expertise required.

Why Is Saudi Arabia Particularly Vulnerable to the Threat?

Saudi Arabia has faced repeated Houthi missile and drone attacks during the Yemen conflict. Its extensive territory, energy infrastructure, airports and military installations create a wide range of potential targets.

The threat has become especially urgent amid the latest escalation. On October 11, 2026, Reuters reported that a new attack on Riyadh’s international airport killed one person and injured 11, following a Houthi strike the previous day that killed 13 people and injured more than 300. The reported deaths across the two incidents reached 18.

The attacks have highlighted the consequences of even a limited number of projectiles penetrating an advanced air defense network. They have also raised questions about how Saudi Arabia can protect civilian aviation and critical infrastructure against combined missile and drone attacks.

A more capable ballistic missile could complicate that challenge. Longer range would expand the areas potentially at risk, while improved accuracy could increase the likelihood of hitting a specific target.

However, missile range alone does not determine whether an attack will succeed. Detection, interception, launch conditions, guidance performance and the number of weapons fired all influence the outcome.

Saudi Arabia’s experience also demonstrates why air defense is not simply a matter of possessing advanced interceptor systems. Defending a large country requires coordinated surveillance, early warning, command systems and the ability to respond to different types of incoming threats.

What Could the Missile Program Mean for Israel?

Israel is another potential target because a missile with a range approaching 2,000 kilometers could cover the distance from Yemen to significant parts of Israeli territory.

The Houthis have previously launched long-range drones and missiles toward Israel, demonstrating their willingness to engage targets beyond Yemen and the immediate Gulf region. A missile modeled on the Kheibar Shekan could represent a further step in that effort if it achieves the range and precision attributed to the Iranian design.

The strategic concern is not limited to whether a single missile could reach its destination. A more capable arsenal could force Israel to devote additional resources to tracking, intercepting and assessing launches from Yemen, potentially complicating its wider regional defense planning.

Still, the distinction between an attempted development program and a proven operational weapon remains essential. The CAR report provides evidence of procurement and manufacturing ambitions; it does not establish that the Houthis have successfully fielded a locally produced Kheibar Shekan equivalent.

The extent of the threat will depend on whether the group can turn the reported components into a reliable system and deploy it in meaningful numbers.

What Remains Unclear About the Houthi Missile Project?

Despite the significance of the findings, several questions remain unanswered.

First, it is unclear how far the manufacturing effort has progressed. The intercepted shipments provide evidence of procurement, but the report does not establish that a complete missile has been manufactured, tested successfully or deployed.

Second, the scale of the operation is unknown. A small number of specialized components would not necessarily translate into the ability to produce missiles consistently or in large quantities.

Third, the extent of foreign assistance remains uncertain. The reported procurement from Chinese suppliers raises questions about the supply chain, but the available findings do not fully establish the roles of individual companies, intermediaries or state authorities.

Finally, the relationship between the reported project and Iran’s broader military support for the Houthis requires further investigation. The use of an Iranian missile design could indicate technology transfer, access to technical information or an effort to reproduce an existing system. The precise pathway has not been conclusively established by the information available.

These uncertainties do not make the findings insignificant. Instead, they help define what investigators and policymakers need to establish before drawing conclusions about the group’s future capabilities.

What Happens Next?

The report is likely to intensify scrutiny of maritime shipments, export controls and the networks that supply advanced weapons components to armed groups.

For Yemen’s internationally recognized government and its partners, the immediate priorities include tracing the intercepted cargo, identifying the companies involved and determining whether other shipments have reached their intended destinations.

For regional governments, the findings reinforce the need to prepare for a threat that may be evolving from imported weapons toward more locally assembled systems.

For China, the allegations raise questions about the effectiveness of controls on sensitive exports. Beijing’s stated commitment to responsible exports will be assessed against evidence about the actual movement and end use of goods supplied by companies operating within its commercial networks.

The broader lesson is that advanced weapons capabilities do not always emerge through the purchase of a complete missile system. They can also develop through the gradual acquisition of specialized components, technical information and manufacturing expertise.

Whether the Houthis can turn those resources into a dependable medium-range ballistic missile remains to be seen. But the evidence presented by Conflict Armament Research suggests that their ambitions may extend further than previously understood, making the group’s procurement networks and manufacturing activities an increasingly important focus for regional security officials.
