Allegations of American interference in Indian politics have resurfaced as protests against Chief Election Commissioner Gyanesh Kumar and the Narendra Modi government intensify. Political leaders have suggested that foreign forces may be trying to destabilise India, bringing renewed attention to the role of US agencies, democracy-promotion organisations and foreign-funded nonprofits.

The claims have revived a long-running debate about the extent to which Washington seeks to influence political developments in other countries. While the United States has a documented history of covert operations abroad, that history does not, by itself, establish that the current protests in India are being directed or financed by American agencies.

As of October 15, 2026, no publicly disclosed official findings cited in the reporting have established that the current demonstrations are part of a US-backed regime-change operation.

Why allegations of foreign interference have resurfaced

The latest controversy centres on the Cockroach Janta Party (CJP), a youth-led movement demanding the resignation of Gyanesh Kumar over allegations of irregularities in India’s voter-list revision process.

Opposition parties have joined protests, arguing that the removal of voter entries could disenfranchise eligible citizens and benefit the ruling Bharatiya Janata Party (BJP). The Election Commission and the BJP have denied allegations of electoral manipulation, saying the revision is intended to remove duplicate and ineligible entries.

The demonstrations have triggered a wider political confrontation. Thousands of protesters were detained in Delhi on October 10, and opposition parties subsequently marched towards the Supreme Court to challenge the voter-list revision process.

Against this backdrop, some BJP leaders have alleged that foreign forces are encouraging unrest. Union minister Sukanta Majumdar described the movement as an attempt to destabilise the country, while BJP president Nitin Nabin accused the protesters of acting at the behest of foreign interests.

Security agencies have reportedly examined social media accounts and allegations of foreign financial or organisational links. Questions have also been raised about possible contacts between protest organisers, foreign diplomatic personnel and overseas consultants.

However, allegations of foreign connections are not equivalent to proof that a foreign government organised, funded or directed the demonstrations.

Which American organisations feature in the allegations?

Several American organisations frequently appear in Indian political debates about foreign influence. They include the United States Agency for International Development (USAID), the National Endowment for Democracy (NED), and the latter’s affiliated organisations, the National Democratic Institute (NDI) and the International Republican Institute (IRI).

USAID has historically funded development programmes in India, including initiatives involving local organisations. NED supports democracy-related projects through grants to civil society organisations and other recipients.

The existence of such funding is not inherently evidence of covert political intervention. Establishing whether a particular grant was used to influence a political outcome requires examining its recipients, purpose, conditions and actual use.

The Open Society Foundations, established by billionaire philanthropist George Soros, have also become a recurring focus of allegations that foreign donors support organisations critical of the Modi government. These claims often involve funding for civil society groups, human rights initiatives, media organisations and investigative journalism.

Critics argue that foreign financing can create channels of influence over domestic political debates. Organisations receiving such funding maintain that their work is independent, and financial links alone do not establish that donors dictate their activities.

The key question is whether evidence demonstrates specific direction or interference, rather than merely showing that an organisation has received money from a foreign source.

The USAID election-funding controversy

A major example of how foreign-interference claims can spread emerged in 2025, when US President Donald Trump and the Department of Government Efficiency raised questions about a purported $21 million USAID allocation for voter turnout in India.

The allegation prompted political controversy, with BJP representatives suggesting that American money had been intended to influence India’s election process.

However, an investigation by The Indian Express found that the $21 million grant was intended for Bangladesh, not India. India’s Ministry of External Affairs subsequently informed Parliament that the United States had not funded India with $21 million for voter turnout.

The distinction is significant. USAID has supported democracy-related programmes in several countries in South Asia, but a grant for Bangladesh cannot be treated as evidence of funding for India’s elections.

The episode demonstrates why the location, intended beneficiaries and documented purpose of foreign grants must be verified before they are used to support allegations of interference.

Why the OCCRP and George Soros have entered the debate

The Organised Crime and Corruption Reporting Project (OCCRP), an investigative journalism network, has also become part of the political dispute.

In December 2024, the BJP accused American government-linked interests of attempting to destabilise India through investigative reporting and criticism of the government. Party representatives pointed to OCCRP’s historical receipt of US government funding and its reporting on alleged links between powerful business interests and political divs.

OCCRP has acknowledged receiving US government funding in the past but says its editorial decisions are independent of donors. It also says that, by mid-2025, its US government funding had become minimal following the Trump administration’s termination of most foreign assistance programmes supporting media work.

The funding relationship is a verifiable fact. The stronger allegation that it demonstrates a coordinated operation to undermine the Indian government requires separate evidence.

Similar scrutiny has surrounded George Soros and organisations associated with his philanthropic network. Critics have alleged that their funding supports political opposition and amplifies criticism of the Modi government, particularly over minority rights, democratic institutions and civil liberties.

Yet criticism of a government, funding for civil society work and participation in an organised regime-change operation are distinct matters. Evidence of the latter would require more than the existence of financial links or shared political views.

What has US intelligence said about regime change in India?

The allegations have also prompted questions about the possible involvement of American intelligence agencies.

In March 2025, US Director of National Intelligence Tulsi Gabbard was asked whether American intelligence personnel had been involved in efforts to bring about regime change in India.

Her response was that, to her knowledge, the answer was no.

The statement is relevant because it directly addresses allegations of US intelligence involvement. However, it should be understood as Gabbard’s stated position rather than independent proof resolving every claim about foreign influence.

Former US official Mike Benz has separately made claims about American involvement in Indian political and electoral developments, including through aid programmes, technology platforms and organisations working on democracy-related issues. Those allegations should be assessed against documentary evidence rather than accepted as established findings.

Neither criticism of US foreign policy nor a history of intelligence operations automatically establishes that an American agency is directing the current protests.

Historical allegations involving the CIA and Indian politics

The debate also draws on events from the Cold War, when Washington and Moscow competed for influence in countries across Asia, Africa and Latin America.

In his 1978 memoir, A Dangerous Place, former US ambassador to India Daniel Patrick Moynihan wrote that the CIA had provided financial assistance to India’s Congress Party on two occasions to counter communist influence, including in Kerala and West Bengal.

Moynihan’s account has become a prominent reference point in discussions of alleged American interference in Indian politics. Indira Gandhi denied the allegation that she had received US funds, describing it as baseless.

The Kerala episode is particularly sensitive because the state elected a Communist government led by E. M. S. Namboodiripad in 1957. The government was dismissed by the central government in 1959 after the Vimochana Samaram, or Liberation Struggle, a major protest movement against the Communist administration.

Claims of CIA involvement in the political campaign against the government have circulated for decades. Moynihan’s account supports the claim that the CIA provided money to Congress to counter communist influence, although the precise extent of covert American involvement in the wider movement remains contested.

The historical record illustrates that US interference in foreign political affairs cannot be dismissed as an impossibility. But it also highlights why claims about individual operations must be tied to specific evidence and carefully distinguished from allegations that remain unresolved.

India’s foreign-funding laws and the sovereignty debate

India has tightened its regulation of foreign donations to nonprofits through the Foreign Contribution (Regulation) Act, or FCRA.

The law governs the receipt and use of foreign contributions by eligible organisations. Authorities have used it to investigate alleged violations, restrict certain organisations from receiving funds and cancel registrations in cases involving suspected non-compliance.

The government argues that foreign contributions must be regulated to protect national interests and prevent improper external influence. Civil society groups and human rights organisations have raised concerns that enforcement can also restrict legitimate advocacy, research and public-interest work.

The debate reflects a broader challenge faced by democracies: how to maintain transparency over foreign funding without treating all internationally supported civil society activity as a threat to national sovereignty.

For individual cases, the decisive questions include whether funding was properly disclosed, whether legal conditions were followed and whether evidence establishes improper coordination or interference.

Is the US trying to destabilise India?

The available evidence needs to be considered in three separate categories.

First, there are documented historical instances in which American intelligence or government-linked programmes sought to influence political developments abroad. Moynihan’s account of CIA funding for Congress during the Cold War is an important part of this history.

Second, American agencies and private foundations have funded development, civil society, governance and journalism initiatives in India and neighbouring countries. Those relationships can be examined through grant records, financial disclosures and the activities of recipient organisations.

Third, there are current allegations that foreign organisations or officials are supporting protests against the Modi government and attempting to influence India’s political direction. These claims remain distinct from the historical record and documented funding relationships.

As of October 15, 2026, publicly reported evidence has not established that the protests against Gyanesh Kumar are being directed by the US government or its intelligence agencies.

The distinction matters because foreign influence can take different forms, ranging from transparent development assistance and public diplomacy to covert interference. Determining which category applies requires evidence specific to the activity under investigation.
