Former German intelligence chief August Hanning has been arrested on serious allegations that he obtained classified information from his former agency and used it in dealings involving foreign intelligence services.

The 80-year-old Hanning, who led Germany’s Federal Intelligence Service, or BND, from 1998 to 2005, was detained on October 6 after prosecutors obtained an arrest warrant from the Federal Court of Justice.

His former BND office manager, identified as Manfred D., was also arrested. Prosecutors allege that the two men were involved in a years-long arrangement in which confidential BND material was passed to Hanning in exchange for money.

According to German prosecutors, the investigation concerns suspected treasonous espionage, obtaining state secrets, attempted treason and intelligence-agent activity. Manfred D. is accused of aiding the alleged crimes.

The identity of the foreign intelligence service allegedly connected to the case has not been publicly disclosed.

What is August Hanning accused of?

German prosecutors accuse Hanning of obtaining sensitive intelligence after leaving government service and using it for his private consulting activities.

Investigators believe his former aide supplied him with nearly 2,000 documents between 2010 and 2022. Many of the documents were classified and intended for internal BND purposes.

Prosecutors say Hanning paid for the material and then used some of the information in his work as a security consultant.

In at least one instance, investigators believe he used the information to prepare a security analysis for an employee of a foreign intelligence service.

Authorities have not disclosed whether that analysis actually reached the foreign service employee.

Who is August Hanning?

Hanning is a veteran of Germany’s national security establishment.

He headed the BND, Germany’s foreign intelligence agency, from December 1998 until November 2005. The BND is responsible for gathering intelligence outside Germany and supporting the government on international security issues.

After leaving the BND, Hanning became a senior official at Germany’s Interior Ministry, serving as a state secretary from 2005 to 2009.

He later moved into the private sector and worked as a security consultant.

His previous government positions gave him extensive knowledge of German intelligence structures and national-security decision-making, making the allegations against him particularly sensitive.

Who is Manfred D.?

Manfred D. was Hanning’s former office manager at the BND.

According to prosecutors, D. worked directly for Hanning while he was BND president and later followed him to the Interior Ministry when Hanning became a state secretary.

D. returned to the BND in March 2012 and worked as an office manager for several subsequent agency presidents. He remained in the organization until March 2026.

That position gave him access to a large volume of sensitive intelligence and internal briefing material.

Investigators allege that he exploited that access by supplying documents to Hanning for payment.

How many secret documents were allegedly passed on?

The investigation centers on nearly 2,000 documents allegedly obtained by Hanning from Manfred D.

German prosecutors said many of the documents were classified and intended exclusively for internal BND use.

Some reportedly involved material prepared for high-level intelligence briefings in the German Chancellery.

The sheer volume of material is one of the features that makes the case particularly serious.

This was allegedly not a single document accidentally removed from government files. Prosecutors suspect a prolonged arrangement involving repeated transfers of sensitive information over a period of years.

Was the information given directly to a foreign intelligence agency?

Not all of it, according to the information released so far.

Prosecutors allege that Hanning used the material for his private consulting work and that, in at least one case, he used it to prepare an analysis for a person working for a foreign intelligence service.

Investigators also suspect Hanning maintained an extended exchange with another member of a foreign intelligence service and supplied that person with political information over several years.

Authorities have not publicly identified the foreign services involved.

That means it would be premature to state that Hanning directly “sold German secrets to a particular country” unless investigators formally establish the recipient.

What kind of information was allegedly compromised?

The suspected material reportedly included internal BND assessments and intelligence briefings.

German media reports have said the documents included information concerning sensitive international security matters, including material relating to Iran’s nuclear program and the Russian military, as well as information originating from foreign partner agencies.

Because the investigation is ongoing, authorities have not released a complete inventory of the allegedly compromised documents.

The possibility that material supplied by allied intelligence agencies was also involved could make the case especially damaging for Germany’s intelligence relationships.

Information exchanged between intelligence services is generally provided under strict conditions, including expectations about how it will be stored and who can access it.

How did investigators discover the alleged espionage?

The case appears to have emerged from a separate investigation.

Authorities searched Hanning’s property and office in September 2025 as part of an investigation involving the abduction case surrounding entrepreneur Christina Block’s family.

During that operation, investigators reportedly discovered material that raised questions about Hanning’s access to BND information after leaving the agency.

The evidence was subsequently examined, leading federal prosecutors to open a separate investigation into suspected espionage and treason.

The connection illustrates how an investigation into one alleged crime can unexpectedly uncover evidence pointing toward a completely different national-security case.

Why is the case so serious for Germany?

Hanning was not an ordinary former government employee.

As the former head of the BND, he was responsible for one of Germany’s most important intelligence institutions and had extensive knowledge of how the country’s security system operated.

Allegedly obtaining internal intelligence after leaving office could therefore expose highly sensitive information while also providing insight into how German agencies collect and assess intelligence.

The case is particularly sensitive if classified material from foreign partner services was among the documents allegedly obtained.

Intelligence cooperation depends heavily on trust. A major breach can make partner countries more reluctant to share sensitive information.

Does this mean the BND itself was compromised?

The allegations point to a serious internal-security problem, but it would be too early to conclude that the BND as an institution was systematically compromised.

Investigators are focusing on the alleged actions of two individuals.

The fact that Manfred D. reportedly retained access to sensitive material for years while working inside the BND is, however, likely to trigger questions about internal controls.

Authorities will need to establish how classified documents were accessed, removed, stored and transferred, and whether existing safeguards failed to detect the activity earlier.

The BND has reportedly launched its own internal investigation alongside the criminal case.

What does “treasonous espionage” mean in Germany?

German criminal law distinguishes between several offenses involving state secrets and intelligence activity.

The charges under investigation include treasonous espionage and attempted treason, both of which are among Germany’s most serious national-security offenses.

The legal distinction depends on factors including the nature of the information involved, the circumstances under which it was obtained and whether it was intended to benefit a foreign power.

An allegation of treasonous espionage is therefore significantly more serious than simply mishandling confidential government information.

However, the arrest represents the beginning of a criminal process, not a conviction.

Hanning remains legally presumed innocent unless a court ultimately finds him guilty.

Has Germany seen espionage scandals before?

Yes.

Germany has faced repeated espionage controversies, including cases involving foreign intelligence services, suspected agents inside government institutions and leaks of classified information.

The BND itself has been at the center of several controversies over intelligence collection and cooperation with foreign partners.

What makes the current case unusual is the seniority of the person involved.

A former head of Germany’s principal foreign intelligence service is now himself the subject of an investigation involving alleged espionage.

That is likely to make the case particularly uncomfortable for German security institutions.

Could allied intelligence agencies be affected?

Potentially.

If investigators confirm that the allegedly obtained documents included intelligence supplied by partner agencies, Germany could face difficult questions from its allies.

Intelligence-sharing arrangements depend on strict handling rules and confidence that sensitive material will not be passed to unauthorized people.

Even if the information never reached a hostile government, unauthorized possession or use could still have serious consequences for Germany’s relationships with partner services.

Authorities have not yet disclosed the full list of countries or foreign agencies that may have been affected.

Was Russia involved?

There is no official confirmation that Russia was the foreign intelligence recipient in this case.

Some reporting has highlighted alleged material concerning Russia, but that does not establish that the Russian government or a Russian intelligence service was behind the suspected espionage.

German prosecutors have not publicly named the foreign agency allegedly connected to Hanning’s activities.

That distinction is important because the contents of a document and the identity of the eventual recipient are two separate questions.

What happened to the two men after their arrests?

Federal Criminal Police Office officers carried out the arrests on October 6.

Hanning and Manfred D. were detained in different parts of Germany, and authorities also searched properties linked to them in Bavaria, North Rhine-Westphalia and Berlin.

Both men were expected to appear before an investigating judge at Germany’s Federal Court of Justice.

The judge will determine the next legal steps concerning their detention.

The investigation itself will continue as prosecutors examine documents, electronic devices, financial records and communications that could establish how the alleged information-sharing arrangement operated.

What happens next in the investigation?

Federal prosecutors will now work to establish the full scope of the alleged document transfers and whether the information was passed to foreign intelligence services.

Investigators will also examine how payments were made and whether Hanning’s private consulting activities were used to disguise the handling of classified information.

Another major question is whether any of the allegedly compromised information was actually delivered to a foreign service.

Authorities will likely also investigate the BND’s internal procedures to determine how a serving employee could allegedly provide thousands of sensitive documents to a former senior official.

Why this case could become a major German intelligence scandal

The allegations strike at the heart of Germany’s national-security system.

The BND is entrusted with gathering and protecting some of the country’s most sensitive intelligence. The suspected involvement of a former agency president and a former senior aide creates an unusual combination of access, expertise and alleged misuse of classified information.

The case could therefore have consequences beyond the two suspects.

It may lead to a review of how former intelligence officials retain relationships with serving employees, how classified information is protected after officials retire and how private security-consulting work is monitored when former senior officials still possess extensive institutional knowledge.

For now, however, prosecutors have presented allegations, not a final judgment.

The central question is whether Hanning and Manfred D. actually used their positions and relationships to obtain and transfer protected intelligence as prosecutors allege.

A German court will ultimately have to decide that.
