The federal immigration agent who allegedly shot and killed 52-year-old Lorenzo Salgado Araujo during an ICE operation in Houston has been identified as Gregory Feathers, according to an investigation by The Texas Tribune.

An official familiar with the investigation, who was not authorized to speak publicly, identified Feathers to the Tribune. Records and witness accounts also corroborate his involvement in the July 7 shooting. The identification comes nearly three months after the incident, as federal authorities have continued to withhold the names of ICE agents involved in shootings.

Feathers has not been charged with a crime. Investigators are still examining the circumstances surrounding the shooting, while federal authorities have defended the use of deadly force as self-defense.

The case has drawn scrutiny because accounts from federal officials and people who witnessed the shooting differ sharply over what happened immediately before the gunfire.

Who is Gregory Feathers?

Gregory Feathers is an Immigration and Customs Enforcement agent identified by The Texas Tribune as the officer who allegedly fired the fatal shot at Salgado Araujo.

The Tribune reported that Feathers was rehired by ICE within the past two years after previously retiring. His name appeared in a Form I-213, an ICE document that records agents’ account of an enforcement incident. The form was mistakenly released by the U.S. Attorney’s Office last month.

Other government records obtained by the Tribune identify Feathers as the agent who called paramedics after the shooting. They also list him as one of two arresting agents involved in the pursuit.

A passenger who was sitting in the front of Salgado Araujo’s van identified Feathers as the shooter after being shown a photograph. The identification was separately corroborated by the official familiar with the investigation.

There is limited publicly available information about Feathers beyond his involvement in the case and his previous service with ICE. The Tribune also cautioned that several people with the same name in the Houston area are not the federal agent involved in the shooting.

What happened to Lorenzo Salgado Araujo?

Salgado Araujo was shot on the morning of July 7 while driving a white van in Houston’s Magnolia Park neighborhood.

He was picking up workers for a construction job when federal immigration agents began pursuing the vehicle. ICE said the agents were conducting a targeted enforcement operation and alleged that Salgado Araujo attempted to evade the stop and use his vehicle to run over an ICE officer. The agency characterized the shooting as an act of self-defense.

Salgado Araujo was struck in the abdomen and transported to Ben Taub Hospital, where he died.

His family said he had lived in the United States for about 35 years and was working in construction to support his family. His son said Salgado Araujo was pursuing legal residency and had paperwork related to that process with him when he was killed.

Three men who were traveling with him were arrested following the incident.

Why are the accounts of the shooting disputed?

The central dispute concerns whether Salgado Araujo attempted to use his vehicle as a weapon before the agent fired.

ICE’s initial account said Salgado Araujo attempted to ram an ICE vehicle, ignored verbal commands and tried to run over an agent. The agency said the federal officer then fired in self-defense.

The passengers in the van gave investigators and their attorneys a different account.

Their attorney said the men told him that Salgado Araujo never attempted to run over an agent and that federal officers fired into the vehicle from the side.

The Texas Tribune later examined neighborhood video showing two vehicles following Salgado Araujo’s van. The vehicles were not displaying emergency lights or sirens, according to the Tribune’s reporting. Fourteen attorneys, former government officials and law enforcement officers who reviewed available footage told the newspaper that the tactics raised concerns about law-enforcement policy and practice.

Those accounts remain part of an ongoing investigation. The available reporting does not establish a final legal finding about whether the shooting was justified.

What records helped identify Feathers?

The identification became possible after several pieces of information surfaced.

Form I-213

Feathers’ name appeared on a Form I-213 documenting the agents’ account of the pursuit and shooting. The form is not normally a public document but was inadvertently released by the U.S. Attorney’s Office.

Government records also show Feathers requesting medical assistance from the Houston Fire Department shortly after the shooting.

Witness identification

The front-seat passenger in Salgado Araujo’s van identified Feathers from a photograph as the person who fired the weapon. The Tribune said that identification was independently corroborated by an official familiar with the investigation.

Together, those records and witness evidence provided the basis for publicly identifying Feathers, even though federal authorities had not formally released his name as the shooter.

Why had ICE not publicly identified the agent?

The federal government’s handling of the officers’ identities has become a separate issue in the case.

The Texas Tribune reported that federal authorities have withheld the names of ICE agents involved in shootings, including from members of Congress. That differs from the practice of many major state and local police departments, which commonly identify officers involved in on-duty shootings after such incidents.

Federal officials have said that releasing the names could expose officers and their families to security risks.

The disclosure of Feathers’ name therefore did not come through a formal announcement that he was the shooter. Instead, it emerged through documents, witness identification and information provided by an official familiar with the investigation.

What investigations are underway?

Several agencies are examining different aspects of the shooting.

The Harris County District Attorney’s Office said it would investigate the death, although District Attorney Sean Teare warned in July that federal authorities controlled access to important evidence.

The investigation also involves the Texas Department of Public Safety. Federal agencies, including the FBI, the U.S. Attorney’s Office and the Department of Homeland Security, are separately examining the incident.

The local investigation could eventually involve a grand jury, according to the information provided in the case.

At this stage, Feathers has not been charged.

His attorney, Nicole DeBorde Hochglaube, said he would not comment while the investigation is pending because of DHS policy restricting his ability to speak publicly.

What happened to the evidence found in the van?

Another disputed element of the case involved a substance found inside Salgado Araujo’s van.

Federal authorities initially investigated material found in bags inside the vehicle. But in August, U.S. Attorney Aaron Reitz confirmed to The Texas Tribune that FBI laboratory testing showed the substance was not methamphetamine. He did not disclose what the substance actually was.

The laboratory finding is relevant because it removes one element of the initial investigation from the category of confirmed methamphetamine evidence.

It does not, by itself, resolve the separate dispute over the circumstances of the shooting.

The answers will depend on evidence gathered by investigators, including video, witness statements, government records and forensic evidence.

The case comes amid wider scrutiny of ICE shootings

The Houston shooting has attracted attention beyond the circumstances of one enforcement operation.

The Texas Tribune reported that federal immigration agents have faced scrutiny over a series of fatal shootings during the Trump administration’s expanded immigration enforcement efforts. The Houston case has also prompted questions from members of Congress and local officials about how federal agents operate and how much information the government releases following deadly encounters.

For Salgado Araujo’s family, however, the investigation remains focused on what happened to him on the morning of July 7.

His death prompted a large public vigil in Houston, where community members and local officials called for an independent investigation.
