The United States has opened a new economic front against Iran, and this time Washington is warning that the pressure will not stop at Iran’s borders. Treasury Secretary Scott Bessent announced “Operation Economic Outcast” on August 24, describing it as an effort to cut off the Iranian regime’s remaining economic lifelines. Washington imposed sanctions on nearly 60 individuals, companies and vessels linked to Iranian oil revenues, illicit procurement, cyber operations and military activity, while simultaneously warning foreign governments and businesses that continued dealings with Iran could expose them to secondary sanctions.

That warning puts countries with significant economic ties to Tehran in a difficult position.

China is by far the most exposed because it remains Iran’s largest oil customer. India has dramatically reduced its direct purchases of Iranian crude but still has strategic and commercial interests in the country, particularly around Chabahar. Pakistan’s formal trade with Iran is smaller, but its dependence on the international dollar and financial system could make even limited sanctions exposure painful.

The critical question is no longer whether Washington can sanction Iran.

It is how far the United States is willing to go against countries and companies that continue doing business with Tehran.

What is Operation Economic Outcast?

Operation Economic Outcast is the Trump administration’s latest campaign to intensify economic pressure on Iran.

Bessent said Washington wants to deny Tehran alternative sources of revenue and financing and warned that foreign entities facilitating Iran’s economic activity could also face consequences.

The first wave has focused on Iranian-linked networks rather than imposing blanket sanctions on entire countries.

The Treasury Department has targeted nearly 60 entities, individuals and vessels associated with illicit nuclear and missile procurement, cyber operations and petroleum and petrochemical revenue generation.

At the same time, Bessent expanded the areas in which the US says secondary sanctions could apply, including digital assets, technology, gold, aviation and shipping.

That distinction matters.

The United States is not currently saying that every company in China, India or Pakistan that trades with Iran will automatically be sanctioned.

Instead, Washington is warning that entities helping Iran generate revenue or evade sanctions could be targeted.

What are secondary sanctions?

Primary sanctions generally restrict US persons and companies from doing business with sanctioned entities or countries.

Secondary sanctions work differently.

They can threaten non-US companies with penalties for certain dealings with sanctioned parties.

For an international bank, shipping company or multinational corporation, the consequences can be severe even if the business itself is not American.

The biggest potential punishment is losing access to the US financial system.

That can mean restrictions on dollar transactions, correspondent banking relationships and access to international financial institutions connected to the US market.

This is why Washington does not necessarily need to sanction an entire country.

Why is China the biggest test for Washington?

China is Iran’s most important economic partner in the oil trade.

A US-China fact sheet from the US-China Economic and Security Review Commission says China bought upward of 90% of Iran’s crude exports in 2025, with imports approaching 1.4 million barrels per day. Those purchases represented roughly $31.2 billion in annual revenue for Tehran, according to the commission.

Much of that trade flows through smaller privately owned Chinese refineries often described as “teapots.”

These companies have continued buying discounted Iranian crude despite years of US sanctions.

That makes China the central pressure point in Washington’s effort to squeeze Iran.

But it also makes China the country Washington may be least willing to confront with unlimited financial sanctions.

Why would sanctioning Chinese banks be so risky?

China’s economy is deeply integrated into the global financial system.

Sanctioning a small Chinese refinery or shipping company is one thing.

Targeting a major Chinese bank would be much more consequential.

It could disrupt international trade far beyond Iran and introduce another major confrontation into already tense US-China economic relations.

Reuters reported that the latest US measures stopped short of targeting major mainland Chinese financial institutions, even though Washington has warned that Chinese banks could eventually face consequences.

Beijing has also warned that it could retaliate against expanded sanctions affecting Chinese entities.

That creates a dilemma for Washington.

The harder it hits China, the greater the risk that an Iran sanctions campaign turns into a broader US-China financial confrontation.

How vulnerable is India?

India’s exposure is considerably lower than China’s.

New Delhi largely stopped importing Iranian crude after the United States ended the earlier sanctions waivers in 2019, reducing India’s direct exposure to Iran’s oil sector.

India still maintains commercial and strategic links with Iran, however.

Those include trade in products such as pharmaceuticals and agricultural goods as well as India’s longstanding interest in Chabahar Port.

That means India could still face pressure if Washington expands secondary sanctions beyond Iran’s oil trade.

The most exposed Indian entities would likely be companies with direct dealings involving sanctioned Iranian banks, shipping networks, oil-related transactions or other restricted sectors.

India’s diversified energy imports provide an important buffer.

Unlike China, India does not depend overwhelmingly on Iranian crude for its energy needs.

What about Chabahar Port?

Chabahar is perhaps India’s most sensitive Iran-related interest.

India has invested heavily in the port because it provides a strategic route toward Afghanistan and Central Asia while bypassing Pakistan.

India Ports Global Limited has been involved in operating the port, and India and Iran signed a 10-year operational contract in 2024.

But the US sanctions waiver associated with the project expired in April 2026, increasing uncertainty over the port’s future. The Indian government has said it remains in contact with all stakeholders concerning its operation.

That creates a complicated situation for New Delhi.

India wants to preserve its strategic investment in Chabahar while avoiding actions that could trigger US sanctions.

An expanded secondary-sanctions campaign could therefore make the port an important test of how Washington balances its pressure on Tehran with its strategic relationship with India.

Could Indian companies be sanctioned?

Potentially, but the risk is likely to be concentrated rather than economy-wide.

The sectors specifically highlighted by Washington — shipping, aviation, technology, gold, digital assets and finance — contain companies that can have international operations and exposure to the US financial system.

A company that does substantial business with sanctioned Iranian entities could face a difficult choice.

Continuing the Iran relationship could expose it to US penalties.

Cutting ties could mean losing commercial opportunities in Iran.

For a large Indian multinational with extensive US exposure, the choice may be straightforward.

For smaller firms operating primarily in regional markets, the calculation could be more complicated.

Why is Pakistan in a different position?

Pakistan’s economic relationship with Iran is smaller and more informal.

Cross-border trade includes fuel, food, livestock, medicines and other goods, with some transactions taking place through barter or local-currency arrangements.

That reduces the immediate role of the US dollar in parts of the bilateral trade.

But Pakistan is highly dependent on access to international finance.

The country’s banks and major businesses operate within a global financial system in which dollar access, correspondent banking relationships and international lending are extremely important.

Pakistan also has substantial exposure to institutions such as the International Monetary Fund.

That means a Pakistani company caught in a US sanctions action could face consequences far beyond its Iran business.

Could ordinary Pakistan-Iran border trade be affected?

It depends on how Washington defines and enforces the next stage of the sanctions campaign.

The current US actions focus heavily on entities helping Iran generate revenue, procure sensitive technology or circumvent sanctions.

That does not automatically mean every legitimate food, pharmaceutical or small-scale cross-border transaction is going to be targeted.

However, stricter enforcement could cause banks and logistics companies to become more cautious even about transactions that are technically permitted.

This is one of the indirect effects of sanctions.

Companies often “de-risk” by avoiding a country altogether rather than trying to determine exactly which transactions are allowed.

What about Turkey, Iraq and the UAE?

China, India and Pakistan are not the only countries facing pressure.

Turkey and Iraq have longstanding commercial relationships with Iran.

Iraq’s energy system has historically depended partly on Iranian gas and electricity.

The UAE has also served as an important trading and financial hub for Iran.

The Trump administration’s broader strategy is therefore likely to test multiple regional economies at the same time.

Why doesn’t Iran simply stop trading with these countries?

Because Iran’s economy depends heavily on its international trade networks.

Years of sanctions have pushed Tehran toward alternative channels involving intermediaries, front companies, exchange houses, shadow shipping networks and complex payment structures.

That system has helped Iran continue exporting oil and importing goods despite restrictions.

But it also makes trade more expensive.

Every intermediary adds cost and risk.

Every additional bank involved creates another potential point of failure.

Operation Economic Outcast is designed to exploit precisely that vulnerability.

Washington does not necessarily need to eliminate every Iranian transaction.

It can make the entire process increasingly difficult, expensive and risky.

Can China and others bypass US sanctions?

They can try.

China has used yuan settlements, domestic financial channels and complex shipping arrangements to maintain commerce with Iran.

Iran has similarly developed networks to move goods and money outside conventional Western financial systems.

But there is a limit to how much trade can be insulated from the dollar system.

The deeper a company is integrated into international finance, the more difficult it becomes to ignore US sanctions.

That is why the strongest pressure may ultimately fall on private companies rather than governments.

A government can decide to defy Washington.

A multinational bank may decide the Iranian business is simply not worth risking access to the US market.

Why is the dollar so important?

The US dollar remains central to global trade and finance.

Many international transactions are denominated in dollars, and banks around the world maintain relationships with US financial institutions.

Losing access to that infrastructure can make international business dramatically harder.

That gives Washington leverage that extends well beyond America’s direct trade with Iran.

A company based in Asia may never sell anything in the United States and still decide that complying with US sanctions is necessary because its banks, suppliers, insurers or customers depend on dollar-based transactions.

That is the underlying power of secondary sanctions.

Could Operation Economic Outcast become a global sanctions campaign?

Yes.

That is the concern for many countries watching the latest US moves.

Bessent has made clear that Washington’s objective is not limited to sanctioning Iranian entities.

The administration is demanding that foreign governments and businesses reduce or end economic activity that supports Tehran.

Reuters reported that the US has so far issued warnings rather than immediately imposing the broadest possible secondary sanctions, giving governments and companies an opportunity to change course.

That creates a period of uncertainty.

Companies have to decide whether to act before they are sanctioned or wait for Washington to clarify exactly where the next line will be drawn.

What could happen to global oil prices?

Iran remains a significant oil producer, and any campaign that further restricts its exports can affect global energy markets.

The effect is particularly important because the broader US-Iran conflict has already disrupted the Strait of Hormuz, one of the world’s most important energy corridors.

Yet markets reacted in an unexpected direction to Monday’s announcement.

Brent crude fell 2.4% to $92.17 per barrel, while West Texas Intermediate also fell sharply, as traders interpreted the measures partly as a possible path toward de-escalation rather than simply another escalation of the conflict.

What is the biggest risk for India, China and Pakistan?

The risks are different for each country.

For China, the biggest danger is a direct clash between its Iran policy and the US financial system. Chinese refiners can potentially continue buying Iranian oil, but large banks or major companies face greater risks if Washington expands secondary sanctions.

For India, the exposure is more selective. Chabahar, shipping, finance and specific Iran-linked businesses could come under greater scrutiny, but India’s diversified energy system reduces the risk of a broad economic shock.

For Pakistan, the issue is less about the scale of Iran trade and more about financial vulnerability. Even a relatively small number of sanctions affecting banks or companies could have disproportionate consequences because Pakistan depends heavily on international financing.

What happens next?

The most important development may come not from the sanctions announced on August 24, but from what Washington does next.

Bessent has warned that the United States could move against additional foreign companies and financial institutions.

A major financial institution could be sanctioned as early as this week, according to reporting citing Bessent’s comments.

That would provide a much clearer indication of how aggressive the administration intends to be.

If Washington targets smaller companies and intermediaries, the immediate economic effect may remain manageable.

If it begins sanctioning major banks or systemically important financial institutions in countries such as China, the consequences could spread far beyond Iran.

The bigger picture

Operation Economic Outcast is an attempt to turn America’s financial power into a weapon against Iran’s entire economic ecosystem.

The initial phase has targeted Iranian-linked people, companies and ships. The more consequential phase could involve foreign businesses and banks that continue helping Iran trade, move money or generate oil revenue.

That is where China, India and Pakistan enter the picture.

China faces the greatest direct exposure because it remains Iran’s dominant oil customer.

India has a smaller but strategically important relationship with Tehran, particularly around Chabahar.

Pakistan has relatively limited formal trade but is more vulnerable to disruptions in global finance.

For all three, the immediate question is not whether they support Iran’s policies.

It is whether individual companies can afford to continue doing business with Iran when the alternative may be losing access to the US financial system.

That is the real leverage behind America’s “economic D-Day”.

And whether Operation Economic Outcast becomes a narrowly targeted sanctions campaign or a much broader economic blockade of Iran’s trading partners will depend on what Washington does in the weeks ahead.
