A $1.4 billion luxury development project tied to Jared Kushner and Ivanka Trump is facing mounting backlash in Albania, where protesters, environmental activists, and anti-corruption investigators are questioning how one of Europe’s last untouched coastal regions became the site of a mega-resort plan.

The controversy centers on Sazan Island, a former Cold War military base off Albania’s Adriatic coast, and a nearby protected wetland ecosystem. Kushner’s investment firm, Affinity Partners, plans to transform the area into a high-end tourism destination complete with luxury hotels, villas, and a yacht marina.

What began as a glamorous real-estate story has quickly turned into a political flashpoint.

Why the Albania luxury project is drawing global attention

The Albania luxury project has become one of the most controversial foreign investment deals in the Balkans this year. Critics say the development threatens protected ecosystems while raising questions about political favouritism and the growing influence of foreign capital in strategically important coastal regions.

The backlash intensified after Ivanka Trump described the project as a deeply personal venture rather than a conventional business investment.

“We were on a friend’s boat, and we stopped for a swim — effectively, that’s how we found it,” Ivanka said while recounting how she and Kushner first discovered the island. “We swam to the island. We went on a hike, barefoot all the way up to the top, and we were just captivated.”

The former White House advisor called the island a “lucky discovery,” emphasising that the project was driven by personal passion.

That explanation, however, has done little to calm critics.

What is being built on Sazan Island?

The proposed development spans two highly sensitive areas along Albania’s southern coastline.

Sazan Island

Sazan Island is an uninhabited 1,400-hectare island that once served as a secret military outpost during Albania’s communist era. During the Cold War, the island housed bunkers, tunnels, and naval defenses designed to withstand invasion.

Kushner and Ivanka Trump reportedly plan to develop:

• 10,000 luxury hotel rooms
• Private beachfront villas
• A high-end yacht marina
• Hospitality and tourism infrastructure

The scale of the project would fundamentally reshape one of the Mediterranean’s most isolated islands.

Vjosa-Narta wetland ecosystem

The second part of the project reportedly affects an ecologically sensitive coastal zone connected to the Vjosa-Narta wetlands, an area known for migratory birds, marine biodiversity, and protected habitats.

Environmental organisations warn the construction could permanently damage ecosystems that have remained largely untouched for decades.

According to the Associated Press, heavy machinery has already entered parts of the area, with excavators clearing land, cutting through pine forests, and installing fencing.

Why are Albanians protesting the project

The Albania luxury project has triggered some of the largest demonstrations in the country’s recent history.

Tens of thousands of protesters have reportedly gathered in Tirana and southern coastal towns under the slogan:

“Albania is not for sale.”

Many demonstrators argue the development prioritises wealthy foreign investors over local communities and environmental preservation.

Others fear Albania is losing public coastal land through opaque government deals.

The protests reflect a broader anxiety across parts of Eastern Europe and the Balkans, where rapid tourism-driven development has often collided with environmental concerns and allegations of political corruption.

Concerns raised by protesters and activists

Critics have focused on several key issues:

• The privatisation of protected coastal areas
• Environmental destruction
• Lack of transparency in land approvals
• Possible political favouritism
• Foreign influence tied to powerful global investors

Environmental groups say the project could “irreversibly destroy” protected habitats.

The role of Saudi-backed Affinity Partners

The controversy has also renewed scrutiny of Affinity Partners, the investment firm founded by Jared Kushner after leaving the White House.

The firm received major backing from Saudi Arabia’s sovereign wealth fund, controlled by Crown Prince Mohammed bin Salman.

That financial connection has fueled criticism from ethics watchdogs and political opponents, especially given Kushner’s diplomatic role in the Middle East during Donald Trump’s first administration.

Critics argue that the Albanian development illustrates how post-government business ventures tied to politically connected divs can attract international scrutiny.

The project’s estimated total investment value has reportedly grown to nearly €4 billion ($4.6 billion), according to Albanian Prime Minister Edi Rama.

“Albania should not be a country that fears an extraordinary project like this one,” Rama said while defending the investment.

Albania launches corruption investigation

The political pressure surrounding the project escalated further after Albania’s Special Structure Against Corruption and Organised Crime opened a formal investigation.

Investigators are reportedly examining:

• How protected land classifications were altered
• Whether legal procedures were bypassed
• Potential abuse of political influence
• Government approvals tied to the project

The investigation could become a major test for Albania’s anti-corruption institutions, particularly as the country continues efforts to strengthen ties with the European Union.

Comparisons to the Serbia project

The Albania controversy also echoes a previous Affinity Partners-linked development proposal in Serbia.

In that case, Serbian prosecutors charged four individuals — including a government minister — with abuse of office and document falsification connected to the project’s approvals.

Critics say the similarities raise concerns about whether political relationships are helping accelerate controversial real-estate developments across the Balkans.

Why this project matters beyond Albania

At first glance, the dispute may appear to be a localised fight over tourism development. But the stakes are much broader.

The Albania luxury project sits at the intersection of several global trends:

• The rise of ultra-luxury tourism developments
• Growing political influence of sovereign wealth funds
• Environmental battles over protected coastlines
• Concerns about foreign investment transparency
• Post-government business activities of former political insiders

The backlash also reflects increasing public resistance to projects perceived as benefiting global elites while reshaping local communities.

That tension has become particularly visible in tourist-heavy regions across Europe, where rising property values and environmental pressures are changing public attitudes toward luxury development.

Growing international scrutiny

According to WION, the project has become a major political and environmental controversy in Albania, with protests expanding as details about the development emerge.

The outlet also noted concerns surrounding the rapid changes to the land’s protected status and the broader geopolitical implications of the investment.

What happens next?

The future of the Albania luxury project may depend on three critical factors:

1. The outcome of Albania’s corruption investigation
2. Environmental approvals and legal challenges
3. Public pressure from ongoing protests

For now, construction plans remain under intense scrutiny.

What was once presented as a dream Mediterranean development has instead become a case study in how luxury investment, politics, environmental protection, and public outrage can collide on the global stage.

TL;DR

• Jared Kushner and Ivanka Trump are linked to a controversial $1.4 billion luxury development in Albania.
• The project involves Sazan Island and protected coastal wetlands.
• Protesters say Albania’s coastline is being sold to foreign investors.
• Environmental groups warn of irreversible ecological damage.
• Albania’s anti-corruption agency has launched a formal investigation.
• The project is backed by Affinity Partners, which Saudi Arabia’s sovereign wealth fund heavily funds.
