Iran’s president has signalled a potential shift in the country’s military posture, announcing that Tehran will halt attacks on neighbouring countries unless they are used to launch strikes against Iran. The statement from President Masoud Pezeshkian comes amid heightened tensions in the Middle East following recent military exchanges involving Iran, the United States, and Israel.

According to remarks reported by Iranian state media, Iran’s interim leadership council approved the new policy a day earlier, marking what could be a strategic attempt to calm regional fears while maintaining a firm stance toward Washington and Tel Aviv. The announcement could influence the trajectory of the ongoing Iran-Israel conflict and the broader security outlook across the Middle East.

What Did Iran’s President Say About Attacks on Neighbouring Countries?

President Pezeshkian said Iran will no longer target neighbouring states, provided those countries are not used as launching points for attacks against Iran.

Speaking through Iranian media outlets, he stated that the decision had been approved by the country’s interim leadership council.

“The temporary leadership council announced yesterday that there will be no more attacks on neighboring countries and no missile launches unless attacks originate from those countries against Iran,” Pezeshkian said.

In practical terms, the policy establishes a conditional restraint: Iran is signalling it will avoid cross-border strikes unless it believes its neighbours are directly facilitating attacks against Iranian territory.

An Apology to Regional Neighbours

In a rare diplomatic tone, Pezeshkian also apologised to nearby nations affected by recent Iranian strikes.

“I apologize to the neighboring countries. We have no intention of invading other countries,” he said.

That message appears aimed at calming governments across the Gulf and wider Middle East that have grown increasingly uneasy about the risk of spillover from the ongoing conflict.

Why Iran Is Changing Its Approach

The shift comes during a period of intense military escalation between Iran, Israel, and the United States.

Iran has carried out missile and drone attacks across parts of the region in recent days, which Iranian officials describe as retaliation for strikes conducted by U.S. and Israeli forces on targets inside Iran.

While Tehran insists its actions are defensive, the broader campaign has heightened fears that the conflict could expand into a wider regional war.

Key factors behind the policy shift likely include:

• Reducing regional isolation: Neighbouring countries have been increasingly alarmed by Iranian strikes.
• Avoiding a broader war: Attacking additional countries could draw more actors into the conflict.
• Maintaining strategic legitimacy: By framing its policy as defensive, Iran seeks to portray itself as responding to aggression rather than initiating conflict.

This recalibration allows Iran to de-escalate tensions with neighbours without backing down from confrontation with Israel or the United States.

What This Means for the Iran-Israel Conflict

The announcement does not signal an end to Iran’s military operations. Instead, it narrows the scope of potential targets.

Tehran appears to be drawing a clear distinction:

• Neighbouring states: Avoid attacks unless they host strikes against Iran.
• Adversaries such as Israel or U.S. forces: Remain legitimate targets in Iran’s view.

That distinction could shape the next phase of the conflict.

Why the distinction matters

Many U.S. military bases are located in Middle Eastern countries, including Iraq, Qatar, and Bahrain. If Iran believes those bases are involved in operations against it, Tehran could still justify retaliatory strikes under the new policy.

In other words, the statement reduces risk—but does not eliminate it.

Iran Rejects Claims of U.S. Demands for Surrender

Pezeshkian also pushed back against reports suggesting the United States demanded Iran accept unconditional surrender in the conflict.

According to the Iranian president, such expectations are unrealistic.

“They will take their dreams of us surrendering unconditionally to the grave,” he said.

The comment reflects Tehran’s attempt to balance diplomatic reassurance with defiance, a familiar pattern in Iranian messaging during past crises.

Iranian leaders frequently emphasise that the country will not negotiate under pressure, particularly when military action is ongoing.

How Neighbouring Countries May Respond

Countries across the Middle East are watching closely.

Several governments in the region—including Gulf states—have tried to maintain diplomatic ties with Iran while also cooperating with the United States on security matters.

The new policy could be interpreted as an attempt to reassure those governments that:

• Iran does not intend to widen the conflict.
• Military action is aimed at adversaries rather than regional neighbours.
• Escalation can still be avoided if other states remain neutral.

Potential reactions from regional actors

Neighbouring countries may respond in several ways:

1. Quiet diplomatic engagement with Tehran to reduce tensions.
2. Increased military readiness in case the conflict spreads.
3. Pressure on the U.S. and Israel to avoid actions that could trigger wider retaliation.

Much will depend on how the military situation evolves over the coming days.

Why the Announcement Matters for Regional Stability

Statements like this often serve multiple audiences simultaneously.

For regional governments, the message is reassurance.
For domestic audiences, it signals strength and strategic control.
For international observers, it indicates a potential opening for de-escalation.

But analysts caution that policy statements during wartime can change quickly, particularly if new attacks occur.

Key risks still present

• Retaliatory cycles between Iran and Israel.
• U.S. involvement if American assets are targeted.
• Miscalculations involving regional militias aligned with Iran.

Each of these factors could undermine attempts to contain the conflict.

What to Watch Next

Several developments will determine whether Iran’s new stance leads to real de-escalation.

1. Future Iranian military activity

If Tehran refrains from cross-border strikes in the coming days, the policy shift will appear credible.

2. Israeli or U.S. responses

New attacks against Iranian targets could trigger retaliation despite the announcement.

3. Actions by proxy groups

Iran-aligned militias in Iraq, Syria, Lebanon, and Yemen may continue operations that complicate Tehran’s message of restraint.

TL;DR

• Iran’s President Masoud Pezeshkian says the country will stop attacking neighbouring states unless attacks on Iran originate from their territory.
• The policy was approved by Iran’s interim leadership council.
• Pezeshkian also apologised to neighbouring countries forthe recent strikes.
• Iran maintains a defiant stance toward the United States and Israel, saying it will not surrender.
• The announcement may signal a limited effort to de-escalate regional tensions, though risks of wider conflict remain.
