CCTV Footage Reveals Unusual Method of Illegal Dumping

A man in Sicily has been penalized after authorities discovered that he allegedly trained his dog to dispose of household waste at an illegal dumping location. Police believe the tactic was used to prevent the owner from being identified by security cameras.

The incident surfaced after municipal police in Catania released CCTV footage on the city’s official Facebook page. The video shows a small dog walking along Via Pulacara in the San Giorgio area, carrying a bag of rubbish in its mouth before dropping it at an unauthorized dumping spot.

Police Say Action Appeared Deliberate

According to the environmental unit of the municipal police, surveillance cameras captured two clear clips of the dog repeatedly leaving rubbish on the street. Investigators said the consistency of the behavior suggested intentional training aimed at helping the owner avoid being caught illegally disposing of waste.

In a statement shared online, city officials criticized the act, stating that creativity cannot justify irresponsible behavior. Authorities said the footage leaves little doubt that the animal was deliberately used to bypass surveillance systems, calling the act both deceptive and unethical for exploiting an unsuspecting animal while polluting the city.

Illegal Dumping a Growing Issue in Catania

Illegal waste disposal has become increasingly frequent in Catania since the rollout of door-to-door garbage collection. Under this system, different types of waste are collected on designated days, a process some residents reportedly find inconvenient. As a result, rubbish is often abandoned along roadsides, particularly at night.

To tackle the issue, police have expanded surveillance efforts and also examined discarded waste for identifying documents such as receipts or utility bills. During a recent enforcement operation, officials traced and fined 39 individuals for similar violations.

Penalties Under Italian Law

Under Italy’s waste management laws, illegal disposal of rubbish, including regular household waste, can attract fines ranging from 1,500 euros to 18,000 euros. In certain cases, offenders may also face criminal charges.
