Why Zohran Mamdani Can Never Run For US President Despite Historic New York Victory
November 6, 2025

Zohran Mamdani’s election as New York City’s youngest and first Muslim mayor marks a turning point in American politics. But despite his growing national profile, Mamdani can never run for the US presidency. The reason lies in the US Constitution’s “natural-born citizen” clause, which excludes naturalized citizens like him, no matter how accomplished or popular they become.
Zohran Mamdani, 34, made history this week by becoming New York City’s youngest mayor in over a century and the first person of African birth to hold the office. His election also marks the first time a Muslim and self-identified democratic socialist has taken the reins of America’s largest city.
Mamdani’s win was remarkable not only for its symbolism but also for its substance. Running a grassroots campaign with limited financial backing, he defeated political heavyweights, including former Governor Andrew Cuomo and Republican nominee Curtis Sliwa.

During his victory speech, Mamdani reflected on the immigrant identity that defines both him and the city he now leads.
“New York will remain the city of immigrants, a city built by immigrants, powered by immigrants, and as of tonight, clearly led by an immigrant,” he told cheering supporters.
He added, “I am young, I am Muslim, I am a democratic socialist, and most damning of all, I refuse to apologize for any of this.”
The debate about whether Mamdani could someday seek higher office, including the presidency, is settled clearly by the US Constitution.

Article II, Section 1, Clause 5, outlines three specific eligibility requirements for the presidency:
The most restrictive of these is the natural-born citizen requirement. In plain terms, this means a person must either be born on US soil or be born abroad to at least one American parent who meets certain legal criteria for passing on citizenship.
Naturalized citizens—those who immigrate to the United States and later obtain citizenship through the legal process—are constitutionally barred from running for president.

Zohran Mamdani was born in Kampala, Uganda, in 1991, to renowned Ugandan scholar Mahmood Mamdani and Indian-American filmmaker Mira Nair. He moved to the United States as a child and became a naturalized US citizen in 2018.
Because he was not a natural-born citizen, Mamdani does not meet the constitutional requirement to hold the nation’s highest office. Unless the Constitution is amended, a rare and complex process requiring supermajority approval from both Congress and the states, he remains permanently ineligible to run for president or vice president.
This rule has prevented other prominent naturalized Americans from pursuing the presidency, including former California Governor Arnold Schwarzenegger (born in Austria) and former US Ambassador to the UN Madeleine Albright (born in Czechoslovakia). Mamdani now joins that list, symbolizing both the inclusiveness and limitations of American democracy.

The framers of the Constitution included the natural-born citizen clause out of concern for foreign influence on American leadership. In the 18th century, the young republic was vulnerable to interference from European monarchies. The clause was intended to ensure that the president would have undivided loyalty to the United States from birth.
Over time, this clause has become one of the most controversial and debated eligibility provisions in American politics. Legal scholars argue that in a globalized world, where millions of naturalized citizens contribute to the country’s economy and democracy, the clause feels increasingly outdated.
Efforts to amend or reinterpret it have repeatedly stalled. Attempts in Congress, including proposals during the early 2000s to make Schwarzenegger eligible, failed to gain traction. The process requires two-thirds approval in both chambers of Congress and ratification by three-fourths of the states, making such a change nearly impossible in today’s polarized climate.

Even though Mamdani cannot run for president, his rise is emblematic of a broader shift in American urban politics. He represents a generation of leaders who are unapologetically progressive, globally minded, and deeply rooted in immigrant experiences.
Born in Africa, educated in the United States, and raised in a household of intellectual and artistic influence, Mamdani’s background mirrors the diversity of the city he leads. His victory reflects how immigrant narratives continue to shape American political leadership, even within constitutional limits.
His presence in City Hall could also help redefine conversations around inclusion, belonging, and leadership eligibility. In a country where nearly 46 million people are immigrants, his story may renew discussions about whether citizenship status should still determine one’s potential to hold the highest office.

Critics of the natural-born clause argue that it creates a two-tier system of citizenship. While naturalized Americans can serve as senators, governors, and even cabinet secretaries, they are barred from only two positions: president and vice president.
Supporters counter that the rule protects national security and historical integrity. Yet as leaders like Mamdani, Schwarzenegger, and former Commerce Secretary Penny Pritzker demonstrate, naturalized citizens often show deep commitment to American values and public service.
This paradox—where someone can lead the largest city in the United States but not the country itself, illustrates how the Constitution simultaneously enshrines equality and exclusion.
Legal scholars and civil rights advocates continue to call for a constitutional amendment to remove or reinterpret the natural-born requirement. Some argue that in an era of dual citizenship and global mobility, the clause no longer reflects modern American identity.
However, given the political and procedural hurdles, meaningful reform appears unlikely in the near term. For now, divs like Zohran Mamdani stand as symbols of how far immigrants can rise, and how far they are still constitutionally prevented from going.
