TL;DR

New York City mayoral candidate Zohran Mamdani faces scrutiny after a conservative watchdog accused his campaign of receiving nearly $13,000 in donations from foreign addresses. The Coolidge Reagan Foundation has filed criminal referrals with the U.S. Department of Justice and the Manhattan DA, alleging violations of federal and state election laws. Mamdani’s team denies wrongdoing, claiming all donors are U.S. citizens or lawful residents and that refunds are being processed for any ineligible contributions.

What triggered the probe into Zohran Mamdani’s campaign?

The controversy began when the Coolidge Reagan Foundation, a conservative campaign finance watchdog, alleged that Mamdani’s campaign accepted donations from individuals residing outside the United States, a potential violation of federal and New York State election laws.

The foundation cited campaign finance records showing nearly $13,000 in contributions linked to at least 170 donors with foreign addresses, including one reportedly from Mamdani’s mother-in-law in Dubai.

While Mamdani’s campaign has refunded some of these donations, watchdog data indicates that around 88 transactions, totaling approximately $7,190, have not yet been reimbursed.

Key details from the complaint

• Filed with: U.S. Department of Justice (Criminal Division) and Manhattan District Attorney’s Office
• Alleged violations: Federal Election Campaign Act and New York Election Law
• Countries linked to donations: Australia, Turkey, France, Canada, Germany, and the UAE
• Accusation: “Systematic failure to comply” with campaign finance regulations

Why foreign donations are illegal in U.S. campaigns

Under U.S. federal law, it is illegal for foreign nationals, including non-resident aliens and foreign governments, to contribute to any federal, state, or local political campaign.

Violations of these laws can result in fines, criminal prosecution, and potential disqualification of a candidate if found guilty of knowingly accepting such funds.

The intent behind these restrictions is to prevent foreign influence in U.S. democratic processes and to maintain transparency in campaign financing.

What Mamdani’s campaign says in response

In response to the allegations, Dora Pekec, spokesperson for Mamdani’s campaign, stated that the team complies fully with federal and state campaign finance laws.

“All U.S. citizens and permanent residents, including those living abroad, are legally permitted to donate to New York City mayoral campaigns,” Pekec told Fox News Digital.

She emphasized that the campaign maintains a “rigorous compliance process” to verify the eligibility of all donors, including those with foreign addresses.

“The Campaign will promptly issue refunds for any donations that are found to be impermissible,” Pekec added.

The campaign argues that several flagged donations were made by U.S. citizens temporarily residing abroad, not by foreign nationals.

To date, Mamdani’s campaign has reportedly raised $4 million in private donations and received an additional $12.7 million in public matching funds through New York City’s campaign finance program.

Who is leading the charge against Mamdani?

The Coolidge Reagan Foundation, a conservative legal advocacy group specializing in campaign finance oversight, filed the complaints. Its president, Dan Backer, is known for pursuing high-profile cases involving alleged violations of election laws.

“These are not isolated incidents or clerical errors,” Backer said, calling the donations a “sustained pattern of foreign money flowing into a New York City mayoral race.”

He further argued that Mamdani’s campaign had been “on notice for months” about potential illegal contributions but failed to take adequate corrective measures.

The Foundation has previously filed complaints against Rep. Alexandria Ocasio-Cortez, Hillary Clinton’s 2016 presidential campaign, and the Democratic National Committee, suggesting a broader effort to scrutinize Democratic fundraising practices.

What happens next?

If the Department of Justice or Manhattan DA’s office opens a formal investigation, Mamdani’s campaign could face:

• Legal penalties or fines if violations are confirmed.
• Reputational damage in the midst of his mayoral bid.
• Increased scrutiny from both watchdogs and the media on future fundraising activities.

However, the outcome will likely depend on whether investigators find evidence of intentional misconduct or systemic failures in compliance.

Why this case matters for campaign finance transparency

The Mamdani probe highlights a growing debate in American politics: how to regulate online and international campaign donations in an era where contributors can easily send funds from abroad.

Digital fundraising platforms have made it easier for campaigns to receive small-dollar contributions from across the globe, but verifying the citizenship or residency status of each donor remains a logistical and legal challenge.

This case could set a precedent for how U.S. election authorities handle foreign-linked digital donations in future local and federal races.

The broader political implications

While Mamdani’s team insists on compliance, the allegations arrive at a politically sensitive time. As a progressive Democrat known for his advocacy on housing rights and immigrant welfare, Mamdani has attracted both grassroots enthusiasm and conservative criticism.

Even if cleared, the controversy could distract from his campaign message, provide fodder for opponents, and intensify scrutiny over foreign-linked political funding nationwide.
