Quick Summary

• Florida Surgeon General Joseph Ladapo announced plans to abolish all vaccine mandates, including school immunizations, calling them “slavery.”
• Governor Ron DeSantis backs the move, aligning with his long-standing opposition to COVID-19 restrictions.
• Public health experts warn the policy could spark outbreaks of measles, polio, and other preventable diseases.
• The decision reflects national political shifts, with Trump’s health secretary Robert F. Kennedy Jr. reshaping federal vaccine policy.
• Florida may become the first state to scrap mandates entirely, setting up a high-stakes legal and public health showdown.

Florida has ignited a national debate over public health after its Surgeon General, Dr. Joseph Ladapo, declared that the state will eliminate all vaccine mandates, including long-standing requirements for children attending public schools.

At a press conference in Tampa on Wednesday, Ladapo likened such mandates to “slavery,” a comparison that has sparked outrage from medical professionals while energizing opponents of compulsory vaccination.

What exactly did Florida announce?

Dr. Ladapo, flanked by Governor Ron DeSantis, said the state will pursue legislation to strike down every vaccine requirement in Florida, including school immunization mandates that have been in place for decades.

“Every last one of them is wrong and drips with disdain and slavery,” Ladapo said. “Who am I as a government or anyone else, or who am I as a man standing here now to tell you what to do with your body?”

If implemented, Florida would become the first state in the nation to entirely eliminate school vaccine requirements, which historically included protection against measles, mumps, rubella, diphtheria, and polio.

How does this break from national norms?

• All 50 states currently require vaccines for children to attend public school, though medical, religious, and philosophical exemptions vary.
• Florida’s move is unprecedented. States like California, New York, and Maine have recently tightened exemptions after outbreaks of preventable diseases.
• National vaccination rates are already slipping. CDC data shows that coverage among US kindergartners dropped in the 2024–25 school year for several key vaccines, including measles.

According to the CDC, July 2025 saw the highest number of confirmed measles cases in the US since the disease was declared eliminated in 2000.

Why are health experts alarmed?

Pediatricians and public health officials warn that Florida’s decision could have devastating ripple effects.

Dr. Susan Kressly, president of the American Academy of Pediatrics, responded:

“When everyone in a school is vaccinated, it’s harder for diseases to spread, and easier for everyone to keep the fun and learning going. When children are sick and miss school, parents also miss work, which not only impacts those families, but also the local economy.”

She added that removing mandates in a state as large and mobile as Florida could fuel wider outbreaks across the country.

The political backdrop

Florida’s announcement underscores how vaccination policy has become a deeply partisan issue:

• Ron DeSantis’ record: The governor built his national profile by opposing COVID-19 lockdowns, mask mandates, and vaccine passports. This move cements his position as a leading voice in the Republican Party’s anti-mandate wing.
• Trump administration influence: President Donald Trump’s health secretary, Robert F. Kennedy Jr., has long questioned vaccine safety and has promoted debunked claims linking vaccines to autism. Since taking office, Kennedy has reshaped federal vaccine policy, sidelining scientific advisers and appointing allies who share his skepticism.
• The national stage: With Trump back in the White House and Kennedy in a powerful role, Florida’s policy may embolden other states to challenge or roll back mandates.

What are the risks for children and communities?

The elimination of mandates could:

• Increase disease outbreaks: With lower vaccination coverage, diseases like measles, pertussis, and polio could resurface in schools.
• Hurt vulnerable groups: Infants, immunocompromised children, and elderly grandparents are at higher risk if herd immunity weakens.
• Disrupt education and work: Outbreaks could lead to student absences, school closures, and parental work loss, straining local economies.

What happens next?

Florida lawmakers are expected to debate the proposed legislation in the coming months. Given DeSantis’ strong Republican majority in the state legislature, passage is likely.

If Florida eliminates mandates, legal challenges are almost certain. Public health groups may argue that such a policy endangers children’s rights to safe schooling. The courts could become the next battleground.
