A Longtime Fugitive Arrested in India

One of America’s Ten Most Wanted Fugitives, Cindy Rodriguez Singh, has been arrested in India and returned to the United States to face charges in the death of her 6-year-old son, Noel Rodriguez Alvarez.

The FBI confirmed that Singh, 40, was taken into custody with the help of Indian authorities and INTERPOL. She was flown back to the U.S. this week and will be turned over to Texas authorities, according to Fox News.

Singh had been on the run since March 2023, when she allegedly fled the country with her husband, Arshdeep Singh, and six of her children. Noel was not with them on the flight. He has not been seen since and is presumed dead.

Why Was Cindy Singh on the FBI’s Most Wanted List?

In October 2023, Singh was charged with capital murder in Tarrant County, Texas, and a federal warrant was issued for unlawful flight to avoid prosecution.

Her case gained international attention because:

• She was the first mother accused of killing her own child to appear on the FBI’s Ten Most Wanted Fugitives list.
• The FBI raised the reward for information leading to her arrest from $25,000 to $250,000 earlier this year.
• She was among only four fugitives captured in the past seven months from the list, which has featured more than 500 notorious criminals in U.S. history.

An Interpol Red Notice was issued against her in October 2024, effectively alerting law enforcement worldwide.

The Allegations: A Disturbing Pattern of Abuse

Investigators allege that Singh believed Noel was “evil,” possibly “possessed,” and feared he would harm her newborn twins. Witnesses reported that she subjected Noel—who suffered from chronic lung disease and needed oxygen—to repeated abuse:

• Starved and denied water for long periods.
• Physically assaulted, including being hit with keys when he tried to drink water.
• At one point, Singh told acquaintances she had “sold” her son.

Authorities believe Noel died sometime before his disappearance was reported. Singh allegedly misled investigators by claiming Noel was with his biological father in Mexico, a statement later proven false.

What Authorities Are Saying

The White House hailed her capture in a statement on X, writing:

“CAPTURED: The 4th ‘10 Most Wanted’ fugitive has been arrested in the last 7 months, thanks to the Trump Admin. Cindy Singh will face charges of Unlawful Flight To Avoid Prosecution and Capital Murder. Let this be a warning to all CRIMINALS: You will be captured and CHARGED.”

FBI Director Kash Patel echoed the message, telling reporters:

“The FBI’s Ten Most Wanted list exists for cases just like this—where a dangerous fugitive thought she could run, hide overseas, and escape justice. Thanks to relentless FBI work and our international partnerships, Cindy Singh is back on American soil to face accountability for the horrific murder of her own child. Justice has no borders.”

Why This Case Matters

The case underscores several key points about U.S. law enforcement:

• International reach of the FBI: Singh’s capture highlights how global cooperation—especially with INTERPOL and Indian authorities—remains vital in fugitive cases.
• Expanded focus on child victims: The FBI’s decision to elevate Singh to the Ten Most Wanted list signals a growing emphasis on crimes against children.
• Public awareness as a tool: The significant increase in the reward amount likely contributed to maintaining pressure and gathering leads on her whereabouts.

For context, most fugitives on the FBI’s Ten Most Wanted list are male, often connected to organized crime or terrorism. Singh’s inclusion—and eventual arrest—marks a shift in public attention toward domestic crimes against vulnerable victims.

What Happens Next

Singh has been transported back to the U.S. and is expected to be handed over to Tarrant County prosecutors in Texas, where she faces capital murder charges. If convicted, she could face life imprisonment or the death penalty.

Authorities have not disclosed the whereabouts of her husband, Arshdeep Singh, or whether he faces charges related to the case.

The investigation into Noel’s remains is ongoing. Officials say they are still working to locate the child’s body, which has never been recovered.

About the FBI’s Ten Most Wanted Fugitives List

Created in 1950, the FBI’s Ten Most Wanted Fugitives list is one of the most recognizable law enforcement tools in the world. More than 500 fugitives have appeared on the list, and over 490 have been captured or located—often thanks to tips from the public.

Cindy Singh’s placement in July 2025 made her one of the rare female fugitives to appear on the list, and her arrest marks another high-profile success for the program.
